ANWICK PARISH COUNCIL

CHAIR’S REPORT 1ST APRIL 2019 TO 31ST MARCH 2020.

1.   District Councillor

Cllr. Mervyn Head continues to give us sound and valuable advice with his links to NKDC.

2.   The last twelve months

Rick Webster who undertakes the grass cutting for the play park and playing field has handed over his business to Streetwise Environmental Trading Ltd in November 2019. Rick will be overseeing the work to ensure that we get the same service.

Martin Jacobs continues to cut the public footpaths in the village, plus the churchyard and cemetery with the same dedication as he has always done. The Parish Council have paid the maintenance of the mower and strimmer to keep them in a safe condition.

During the year we have given donations to Citizens Advice and LIVES, both a most worthy cause.

Vicky Lenton has continued with her valuable role of maintaining the litter and dog waste in the village. She has also undertaken training at NKDC as Environment Warden. Unfortunately Vicky has had to give notice due to family reasons. The Parish Council gave her a bouquet of flowers and thank you card as a way of showing our appreciation for all the hard work she has given over the past few years.

The Clerk and Cllr. Lorraine Curtis have attended regular liaison meetings at Moy Park and still maintain a good relationship with them. However, due to the COVID 19 and lockdown process in place, no meetings have taken place recently.

The Parish Council have continued to pay for the MPLC licence in order that the Community Centre can show films etc which supports fund raising and social events. Plus the insurance for the Community Centre which covers the building, contents and public liability. We also paid for the servicing and replacement items of the boiler for the Centre.

We continue to pay the yearly subscription to LALC who are a government body who supply us with an excellent source of information and also provide us with up to date training sessions, covering a wide variety of subjects appropriate to the Parish Council.

The Clerk attended two meetings in July 2019. The first was in connection with Code of Conduct, which entailed the Clerk updating our policy in line with the 7 Nolan principles. The second meeting discussed Electoral Briefings around the boundaries in Lincolnshire and changes due to take place.

A request was received to have a dog waste bin installed on the grass area in Anwick Drive, which was purchased and very kindly installed by resident Richard Coulson. NKDC were notified of the position, in order it can be emptied.

RoSPA undertook their annual inspection of the play park and additional play items in the playing field. The report highlighted that the fence was in need of repair and remedial work on the multi-play equipment. It was also advised that the swing seats should be cleaned with a disinfectant solution, due to bird fouling These tasks to be undertaken once the lockdown has been lifted.

A Community Speed Watch Camera and suitable Hi Vis jackets with front and rear logos was purchased. However, the training for the volunteers could not take place. It is hoped that the training will take place later this year or next year, so a system for the volunteers can be set up to start monitoring the speed of the motorists travelling through the village.

In March 2020 the Clerk attended a website training event in line with the new LCC Parish Website, which was due to be rolled out this year, but has been put on hold at the moment due to the current situation.

The double yellow lines were finally painted at the junction of Wood lane and the A153. It is hoped to deter traffic from parking as it does obstruct motorist’s visibility.

Soteria house closed in 2019, due to inspection and whistle blowing of treatment of staff and children. We are not aware of any further plans for the building.

Further work was carried to request a pedestrian crossing on the Main Road. Four areas were identified as being the most suitable place to site the crossing.

Cllr. Robert Greetham joined the Parish Council in May 2020.
