Minutes of an EXTRAORDINARY Meeting of Anwick Parish Council held on Wednesday 7th January 2026, at 6.30pm, in Anwick Community Centre, River Lane, Anwick.
2/054 Apologies – There were no apologies
2/055 Attendance- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson and 13 members of the public.
2/056 To receive any declarations of interest and to consider for dispensation in relation to DPI’s. Disclosure of Pecuniary and Non-Pecuniary Interests to be in accordance with Localism Declaration to consider any applications for dispensations are relative to DPI’s. The Need for declaration to be based upon agenda items or at any suitable time during the meeting when it becomes apparent to a member. – There were none.
2/057 To review and AGREE response to Lincolnshire County Council in respect of proposed Planning Application No. PL/0016/25.
Cllr M. Head presented an overview of the Parish Council’s draft response to Lincolnshire County Council regarding planning application PL/0016/25. Members noted that the document, currently 89 pages, is expected to be approximately 165 pages when finalised.
The structure of the response was outlined as sections, currently as below:
1. Executive Summary
2. Sequential Site Selection Assessment
3. Health, Air Quality and Odour
4. Carbon Accounting
5. Biodiversity and Biodiversity Net Gain
6. Surface Water, Drainage and Environmental Risk
7. Request for Further Environmental Information
8. Green Gas Support Scheme
9. Transport
10. Comparative Evidence (Manby AD and deficiencies in the Stream BioEnergy Anwick proposal)
Cllr Head advised that the full response would be finalised by 11 January for submission on 12 January.
RESOLVED:
That the Parish Council formally adopt and submit the response to Lincolnshire County Council.

ACTION: The Clerk to publish the response on the Anwick Parish Council website. JF
Cllr E. Coulson formally recorded the Council’s thanks to Cllr. M Head and a resident for their work in preparing the Regulation 25 rebuttal document, noting the depth, quality and professionalism of the submission.
Additional points noted:
• If the application proceeds to appeal, it would be determined by the Planning Inspectorate and could be subject to Judicial Review.
• Members noted perceptions that the applicant may have underestimated the depth of local engagement.
It was suggested that matters reported in the Ruskington Parish Council minutes of their 1 April and 9 December 2025 meetings concerning the AD Plant application be included as an agenda item.
2/058 Any Other Business
• The following issues were brought as cause for concern
• Very bright lights from Moy Park now shining into resident’s bedroom windows. Cllr. E Coulson to email Jonathan Oldfield, Moy Park.
• Flocks of seagulls flying around the village
• Increase in discarded hairnets around the village.
