Minutes of the Annual Parish Meeting held on Wednesday 13th May 2026, 7.00pm in Anwick Community Centre, River Lane, Anwick.

3. Any Other Business:- The Chairman opened the meeting and thanked the residents for attending.
The Chairman then gave an update on the Stream BioEnergy proposed Bio Digester Plant.
The Planning Officers meeting went ahead on Friday 1st May 2026, whereby the Planning Committee REFUSED the application, which the Parish Council were very pleased with the result as we have won the first battle.
The Planning Meeting was scheduled to go ahead on Monday 11th May 22026, however, on Friday 8th May, Stream Bioenergy DEFERRED the application on a wording technicality. At present we have not been given any indication when the planning application will be re-submitted.
Cllr. M Head to email Sandra Barron to request that the application should go to the Planning Committee in June this year, as it is unfair for the residents of the village to carry on waiting for another period of time, taking into account the village have already waited over two years.

5.1 Applicant - Has provided further information and requested that the application is withdrawn from the Committee agenda.
Head of Planning - Following consultation with the Chairman it is agreed that the item is withdrawn from the Committee meeting on Monday and will be brought to Committee at a later date.
5.2 Head of Planning - Variation to proposed Condition 21 which should be amended as follows:-
The permitted development shall be undertaken in accordance with a surface water drainage scheme which shall first have been approved in writing by the Waste Planning Authority.
The scheme shall:
• be based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development;
• provide flood exceedance routing for storm event greater than 1 in 100 year;
• provide details of how run-off will be safely conveyed and attenuated during storms up to and including the 1 in 100 year critical storm event, with an allowance for climate change, from all hard surfaced areas within the development into the existing local drainage infrastructure and watercourse system without exceeding the run-off rate for the undeveloped site;
• provide attenuation details and discharge rates which shall be restricted to greenfield run off rate;
• provide details of the timetable for and any phasing of implementation for the drainage scheme; and
• provide details of how the scheme shall be maintained and managed over the lifetime of the development, including any arrangements for adoption by any
public body or Statutory Undertaker and any other arrangements required to secure the operation of the drainage system throughout its lifetime.
The permitted development shall not accept any feedstock until the approved scheme has been completed or provided on the site in accordance with the approved phasing. The approved scheme shall be retained and maintained in full, in accordance with the approved details.
6.1 Applicant - Has provided responses to the comments that have been raised during the consultation which are attached as appendices to this update.
The importance of the Form B consultation in informing the Secretary of State about the application is fully recognised. However, further representations can still be provided to the Secretary of State and taken into account before a decision is made, as acknowledged in the July 2014 guidance.
It is also open to the Secretary of State to seek clarification and / or further comments from bodies (such as the Environment Agency) following submission of the s.37 application. This could include, for example, circumstances where environmental information is updated or supplemented in response to feedback received as part of the Form B process.
This process ensures that matters can be appropriately clarified where information was not previously available and enables the Secretary of State to determine the application based on a comprehensive suite of information.
Head of Planning - These responses only set out that the information requested will be provided in the applications to the Secretary of State. This information should have been provided at this stage so that a comprehensive assessment of this information would have been undertaken to determine if the development is acceptable and if it is the appropriate conditions that would need to be imposed ensure the development is delivered in any acceptable way. Therefore this information does not change the recommended reason for objection based on insufficient information that has been provided to date.
Cllr. David East also referred to the bad condition of the roads and footpaths in Lincolnshire and referred to the high spike in potholes which takes 25% of the LCC budget for roads.
The grate on the Main Road near the village shop, which is the responsibility of Anglian Water has been chased again.

It was brought to the attention of the meeting that the bright lights from Magna House is too bright and a danger to motorists. This to be an agenda item for the next meeting in June 2026.
