Minutes of Anwick Parish Council meeting held on Monday 17th July 2023, 6.30pm in Anwick Community Centre, River Lane, Anwick

In attendance: Cllr. T Curtis Chair, Cllr. E Coulson Vice Chair, Cllr. L Curtis. Cllr. M Head, Cllr. A Key for Lincs County Council, Jeanne Flanagan, Clerk to Anwick Parish Council.

Residents in attendance:- M Jacobs and P Waite

1.   Apologies for absence and reasons given – There were no apologies received.

2.   To receive any declarations of interest and to consider for dispensation in relation to DPI’s.

Disclosure of Pecuniary and Non Pecuniary Interests to be in accordance with Localism Declaration to consider any applications for dispensations are relative to DPI’s. The need for declaration to be based upon agenda items or at any suitable time during the meeting when it becomes apparent to a member.

3.   Minutes of the Anwick Parish Council meeting held on Tuesday 6th June 2023 – previously emailed for the Councillors. Were AGREED as a true record, then signed and dated by the Chair. The Clerk to have included on the Anwick Parish Council website.

4.   New fencing play park/ playing field – The Clerk and Cllr. A Key met with staff from Lincs County Council in the play park to look at new fencing panels and posts around the play park. They have offered to install the new fencing that is required by having volunteers carrying out the work at no cost. Anwick Parish Council would fund the cost for the new fencing and the Clerk to look at types of fencing that would be suitable and get AGREEMENT from the Parish Council.

POST MEETING NOTE:- The Clerk has since met again with a member of staff for volunteers to undertake the painting of table and bench sets, bench, slide, play ship and two sets of swings and slides, again at no cost, just the cost for the paint, wood preservative, brushes and cleaning products. The Clerk was advised there may be funding to help towards the cost of the materials.

5.   Wood Lane Improvement - No response had been received from Lincs County Council regarding the planting of trees and temporary markers.

6.   Planting and Turfing Anwick Village – Mr P Waite reported that the planting and turfing will commence this week. Also seven raised filled flower beds have been made by Parkers which will be housed around the village. Suggested areas are on the green area in Princess Square, by the noticeboard in River Lane, corner of Forman’s Lane, an area in front of Anglian Water site River Lane and an area perhaps on Anwick Drive. 7.   Funding from Moy Park for kitchen refurbishment – The Clerk reported that after attending the Moy Park Liaison meeting and expressing her disappointment of not being successful for a bid for the kitchen refurbishment on numerous occasions. Moy Park have advised there is £4,500.00 funding towards the kitchen, based on quotations to be submitted. The Clerk has started to get quotations in and once all received will forward to Moy Park for the money to be released.

8.   Accounts to end of June 2023 – already emailed to the Councillors were AGREED as a true record, signed and dated by the Chair and the Clerk will include them on the Anwick Parish Council website.

9.   Magna House -    Following discussion the Clerk to devise a letter and send to Lincolnshire Integrated Care Board in Sleaford highlighting our concern and also concerns of a resident who has a child residing there. Cllr. T Curtis has checked the crime statistics for Anwick and in the month of March 2023 there were 8 assaults and sexual offences all linked to the same category. Based on previous figures etc in the three months January, February and March 2023 there is a 133% increase in this year to previous years. This works out 300% greater than in the town of Sleaford.

The calculation is based on a population of approximately 300 in Anwick and Sleaford a population of 19,800. Cllr. T Curtis to email the Chief Constable Hayward and Policy & Crime Ciommissioner Jones, with cc’d to local MP Dr Caroline Johnson and Minister for crime and Policy the Rt Hon Chris Philp MP to raise awareness of this matter.

POST MEETING NOTE:- Cllr. T Curtis has since devised and sent a lengthy and detailed email asking for urgent action to be taken.

The Clerk has since received a response from Lincolnshire Integrated Care Board to her letter which has been shared with the Councillors.   

10.   Any Other Business – 

10.1   Archer Strips on road A153 – Cllr. M Head reported that these strips on the road register the amount of lorries that use the road in conjunction with the proposed Beacon Fen Energy Park project, which will be a solar and battery storage development to land east of Sleaford. 

A scoping report was not carried out properly and if the project goes ahead there could be implications for the village of Anwick which will affect the main road. However, there may be funding for the village due to increase of lorries and vehicles. A consultation is due to take place in September 2023.

Within NKDC there are five solar areas covering approximately 13,000 acres.

10.2   Grass verge opposite the village shop – It has been noted that the grass verge is in need of cutting. It was AGREED that Martin Jacobs will add this area to the other areas of grass he cuts in the village. Thank you Martin.
