Minutes of Anwick Parish Council meeting held on Wednesday 12th March 2025 at 6.30pm, held in Anwick Community Centre, River Lane, Anwick
 
In attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Corbett, Cllr. M Robertson, Jeanne Flanagan Clerk to Anwick Parish Council and nine members of the public
 
1. Apologies:- Cllr. A Key for Lincs County Council
 
2. To receive any declarations of interest for dispensation in relation to DPI’s – There were none received.
 
3. Minutes of Anwick Parish Council meeting held on Thursday 30th January 2025 – Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

The Parish Council received questions from the village as follows:-
 
Condition of The Round House – This could be the subject of a discussion with Moy Park and Stream Bioenergy.
 
POST MEETING NOTE:- The grounds to the round house have now been tidied and cleared of shrubs and rubbish. British Heritage will be contacted for potential guidance.
 
Gateway Featured to the village – Due to the width of the path and junction to The Gardens there is not enough room to have one placed. It was noted that a sign is required to the entrance of The Gardens.
 
4. (i) Reports from Cllr. Andrew Key Lincs County Council – There were no reports. The Clerk had sent a card of thanks for all his support over the past few years.
 
(ii)           Reports from Cllr. Mervyn Head North Kesteven District Council – He referred to the mayoral elections will be going ahead. The Parish Councils will stay are they are and highlighted they play an important role.
 
Reference was made to the footpath around the River Slea, Chapel Hill to Sleaford, which is blocked at Ferry Farm. Several notices have been issued, then appealed, should be heard by the end of this month, if passed it will open the area up.

5. Clerk’s Correspondence - There were no items to report
 
6. Flooding – Whenever flooding is of concern then report via ‘Fix My Street’.
 
7. Paths around the village – Any footpaths that are in need of repair, then need to report on ‘Fix My Street’ website and report the details on Facebook/Clerk/Chair. Once the new Cllr. for Lincs County Council is in post, they will be notified.

8. Newsletter any information send to Clerk for Easter publication – The Clerk was pleased to report that she had received confirmation that Moy Park have AGREED to provide the paper and print our newsletters.
 
9. Moy Park/Pilgrims Europe – Cllr. L Curtis and the Clerk had attended a meeting recently and advised that appropriate gull wire has been secured to the roof the building to deter seagulls flying around and nesting.
 
10. Community Centre
 
(i) Defibrillator – The Clerk to approach a member of the village who is a qualified electrician.
 
(ii) Update from Anwick Community Fundraisers – Veterans May 5, 6, 7 and 8th May – Suggestions was to make a poppies flower display in the church.
 
(iii) Refill project – warm space, coffee mornings – Cllr. M Head produced a flyer showing products available. The products are sold by weight and are eco-friendly and are not expensive. The Parish Council will cover the cost of the products and overall it ‘will save money and make the world a better place’.
 
Cllr. M Robertson spoke about organising a ‘clothes swap’ to be held in the Community Centre, more information to follow.
 
The ‘Warm Space’ events are held once a fortnight on a Wednesday morning from 10-12. Tea, coffee and biscuits will be supplied and also access to the library, plus the opportunity to purchase Refill products. Everyone is welcome.
 
(iv) Parking outside the Community Centre – It was highlighted there are issues with parking, only to be used when attending the Community Centre.
 
(v) Security Lights at the rear of the Community Centre – The Parish Council will look at purchasing lights later in the year.
 
(vi) Compound around the waste bins with hard standing – It was suggested to have a trailer for storing lawn mowers etc.
 
(vii) Plumbing in the Community Centre – The Chair to contact Company who installed the new kitchen.
 
(viii) Terms and Conditions of Rental of Hall – This paper has already been emailed to the Cllrs. It was highlighted about the condition that the Community Centre was sometimes left after events. It was suggested to add ‘request a deposit for cleaning up after using the Centre’ If left in a clean condition then the deposit could be returned.

11. Accounts
 
(i) Income and Expenditure to 5th March 2025 – copy already sent to the Cllrs. – Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.
 
(ii) Magna House Invoices – An overdue invoice from November was still not paid, despite numerous emails etc. If no payment had been received within the next few days, then a letter will be sent advising we will take further action.
 
POST MEETING NOTE:-  Finally payment had been received.

12. Any Other Business
 
(i) Cluster meeting with surrounding Parish Councils – Once the Planning Application has been received then a meeting with other local Parish Council to be arranged.
 
(ii) Suggest meeting with Dr. Caroline Johnson re: Stream Bioenergy – Friday Clinic – The Chair to contact Dr. Caroline Johnson
 
(iii) Reform candidate local and Lincs County Council – Flyers have been received advising that Dame Andrea Jenkyns is the Reform candidate.
 
(iv) Cleaning of pond and area Anwick Drive – Thanks were extended to Richard and Kevin for undertaking the cleaning of the pond and area.
 
(v) Comments - A resident expressed her concern about the comments against the Parish Council stated on the Facebook page. Any complaints are in breach of rules and can be banned and locked out permanently She will support the Parish Council in whatever way she can. Thanks were expressed.
 
(vi) It was reported that a recent High Court ruling in connection with the River Wye was made stating that hazardous chicken waste was ruled as Toxic waste.
 
A member of the village has already drafted out a letter to send to Lincs County Council, their Legal Team highlighting this new ruling.
