DRAFT Minutes of Anwick Parish Council meeting held on Wednesday 11th June 2025, 6.30pm in Anwick Community Centre, River Lane, Anwick.
 
In attendance:- Cllr. E Coulson Chair, Cllr .M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Corbett, Cllr. M Robertson, Jeanne Flanagan, Clerk to Anwick Parish Council and 17 members of the public.

2. Attendance:- As above
 
3. To receive any declarations of interest and to consider for dispensation in relation to DPI’s – None were received.
 
4. Minutes of the Anwick Parish Council meeting held on 23rd April 2025 - Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

5. Minutes of Anwick Parish Council Public meeting held on 21st May 2025 – Were AGREEDF as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

6. Reports
(i) Report from Cllr. Mervyn Head for NKDC – Advised there will be a formal sub meeting comments in by November 2025. Around combining NKDC with South Holland, SKDC and Spalding, Lincoln and North East Lincoln.
(ii) Report from Cllr. D East – No report was received.
 
7. Clerk’s correspondence:-
(i) Letter to LCC to re-seed and make good land on Anwick Drive - Cllr. E Coulson referred to the land on Anwick Drive whereby ruts were left by LCC after completing the work on the footpath. A letter to LCC to be sent asking them to repair that area. It was also suggested that contact was made to D. Balfe who are still responsible for the land requesting possible fruit trees be planted to improve the area.

(ii) Letter to LCC thanking repair to the drainage area near to the bus stop.
(iii) Note of thanks to Donny for repairing the noticeboard outside the Community Centre – The Clerk advised this had already been sent.

8. Community Centre
(i) Defibrillator – The Chair to make contact with a resident in the village that is qualified to undertake the work.

(ii) Update from Anwick Community Fundraisers Group – None were received.
(iii) Refill Project – Cllr. M Head advised that two new products have been introduced those are hair shampoo and hair conditioner. The project is beginning to take off and to date £100.00 of products has been sold with a profit of £43.00 now paid into the bank account. The money is putting money back into the village and a suggestion was made to publish the project in surrounding villages.
 
9. Accounts
(i) The balance will be sent out at a later date, due to other issues taking priority.
(ii) Invoice to agree payment to be made for Traffic Survey undertaken.
The invoice total was £1740.00 was AGREED for payment.
(iii) Invoice to agree payment to be made for Air Quality and Assessment undertaken. The invoice total was £1440.00 and was AGREED for payment.
(iv) Clerk’s salary pay increase 01.04.2024 and 01.04.2025. The costs were already emailed to the Cllrs. and AGREED.

10. The Round House  Pilgrims Europe – The Chair reported that due to damage to the property, fencing has been installed to keep it in a safe condition.
 
11. Update Stream Bioenergy  - Cllr. M Head reported that the planning application will be the 3rd item on the agenda at the meeting to be held at NKDC on Thursday 12th June 2025, 5.00pm, Sleaford. He will be allowed five minutes to speak on behalf of Anwick and a Power Point display will be run at the same time as his talk. 
The Odour Assessment will be referred to. Dr. Michael Bull who undertook the assessment should have a lot of clout in our favour and he has worked previously high in Government.
Cllr. M Head formally thanked Julie Samuels for all her hard work and help in trying to stop this facility of going ahead. He also thanked all the residents for their help and support throughout to stop the plant from going head.
The Parish Council’s submission of a six page letter with appendices will be hand delivered on Friday 13th June 2025 to Lincs County Offices. Thanks to Cllr. Maureen Corbett.

Explanation not to employ the Planning Consultant – A resident strongly objected to the way not to use the Planning Consultant, as it was AGREED to use them at the last public meeting and felt it was undiplomatic and disagreed with the Parish Council’s decision.
Cllr. M Head pointed out if we had used a Solicitor it would have cost £8,000.00 and the Parish Council have gone through the same amount of work checking and reading all the policies. The Parish Council took this on board and felt ‘time was an essence’ and in these circumstances the Parish Council had done the right thing.
The Chair apologised for not notifying the residents and will put the Odour Assessment on the portal in it’s own right.
Report from Julie and Jayne referring to hazardous risks relating to the Ireland plant, permits in Northern Ireland and health issues.
Freedom of Information (FOI) carried out referring to the 43 areas quoted in the planning application referred to the field are adjacent to Moy Park. 
Banners shown to be displayed at the planning meeting at NKDC quotes ‘Anwick is not for sale’ We are Human Beings not receptors’ amongst others. Once the report has been read out at the meeting then Cllrs. will debate it.
The 8 tanks will be dealing with 400,000 tonnes of waste each year increasing the traffic on the A153. All chicken waste from Moy Park will be shipped to the plant.
 
 
The Environment Agency have not picked out the amount of sulphuric acid to be used.
The construction of the site will be a risk of contamination and notification has been sent to all customers highlighting the risk to the chicken products they purchase for human consumption. This was pointed out by professionals in the Odour Assessment paper.

30th July 2025 and 3rd September 2025 – 6.30pm Anwick Community Centre.
 
Other matters for discussion
Cllr. M Robertson gave an update on the clothing project undertaken on a voluntary basis, providing a pop-up basis for residents to bring and swap clothes. Next date is 2nd August 2025, 11.-12.00 noon at the coffee morning in the Community Centre.
 
A resident spoke about how grateful they are for uniting and bringing the village together on such an important issue.
 
The Round House belongs to Moy Park and by driving a vehicle over a public footpath is an offence, referred to Road Traffic Act 1988, it is law. There is no exception in law, otherwise, if the footpath was diverted but that would entail a whole legal process.
 
Lincs County Council planning meeting should give 30 days, but they need to train up new Councillors, so could be January 2026.
