May 21st 2025 Minutes (Public Meeting)
MINUTES OF A PUBLIC MEETING WITH ANWICK PARISH COUNCIL ON WEDNESDAY 21ST MAY 2025 6.30PM, IN ANWICK COMMUNITY CENTRE, RIVER LANE, ANWICK.
1. Attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. M Corbett, Cllr. M Robertson, Jeanne Flanagan, Clerk to Anwick Parish Council and 22 members of the public
2. Apologies:- Cllr. T Curtis, Cllr. L Curtis and Cllr. D East
Donations were received from Anwick Fundraisers and a resident – thank you.
3. Biogas Plant Anwick update:- We have now received confirmation that the submission date has now been extended to 15th June 2025. Letters of objection were delivered to Lincs County Council offices on Friday 16th May 2025 and residents should receive acknowledgments by post. Letters can still be included on their portal.
The next big date is an ‘Activity Extra Time Event’ starting on every Tuesday from 2.00pm to 3.30pm in the Community Centre. It will be a weekly fun physical activity, also a place to talk and socialise. It will cover all levels of fitness at a cost of £2.00 per session. Teas and coffee will be supplied free. A poster will be displayed on the noticeboard.
The next Planning Meeting for NKDC Sleaford Offices will be held on 3rd June 2025, 5.00pm. Cllr. M Head will be allowed to speak at the meeting. The Chair encouraged everyone to attend with banners, in order to make our opinion known to the meeting.
POST MEETING NOTE:- THE DATE HAS NOW BEEN CHANGED TO THURSDAY 12TH JUNE 2025, AT 5.00PM. FLYERS HAVE BEEN CIRCULATED TO ALL PROPERTIES IN ANWICK ADVISING THE CHANGE OF DATE.
4. To consider and agree hiring a consultant experienced in air quality and odour assessments – The Parish Council had approached a solicitor experienced in this field, however, the cost would take a fair proportion of the Anwick Parish Council’s Precept and was felt it would not be cost effective. We then looked at a company experienced in odour and air quality at a cost much less than hiring a solicitor.
Dr. Michael Bull is a consultant for this type of work. The Chair to clarify when the assessment could be carried out and how long would it take.

Cllr. M Head highlighted that the site was in the wrong place, it is too near to houses. If it was 500 metres away from the village and properties, then it may be more suited.
Assurances from Stream Bioenergy in the planning that there would be no cumulative effect from them.
A resident advised of a Planning Consultant working privately and is based in this area who has experience in Biogas Plants. The resident contacted him and was advised the company would love to take on the work. This was AGREED and The Chair and Vice Chair to contact him.

POST MEETING NOTE:- IT NOW APPEARS THAT THE CONSULTANT ALSO WORKS FOR LINCS COUNTY COUNCIL AND NKDC. THEREFORE, IT WOULD BE INAPPROPRIATE TO HIRE THIS CONSULTANT.
The Chair to contact Cllr. D East to request a response from Lincs Fire and Rescue to letters sent last month.
It was AGREED that a letter should be sent to Ruskington Parish Council with regard to their submission to LCC about the planning application for AD biogester, where it was mentioned that there would be limited impact on their village.

Further discussion took place and the following points highlighted:-
• Chicken litter 7/8 tonnes per hectare in short supply
• During 2019-2023 four biogas plants have exploded equates to 1 in 10.
• Site at Skellingthorpe have constant smells similar to loading/offloading process.
• The Anwick Community Fundraisers will be donating more funds.
After a show of hands it was AGREED to progress hiring a consultant based on the time factor we have left.
The Chair referred to drone footage of a 3-D picture how the plant would look on the field. Cllr. M Head and Cllr. M Robertson to produce still pictures of the field.
