Minutes of Anwick Parish Council meeting held on Wednesday 15th April 2026, in Anwick Community Centre, River Lane, Anwick at 6.30pm
 
3/089 Apologies – no apologies were received.
3/090 Attendance -  Cllr. E Coulson Chairman, Cllr. M Head Vice Chairman, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson, Cllr. J Head, Cllr. D East for LCC, Jeanne Flanagan Clerk to Anwick Parish Council and fourteen residents.
3/091 To receive any declarations of interest and to consider for dispensation in relation to DPI’s – There were no declarations received.
Questions from the residents -   
1. Notification regarding the agenda. The Clerk replied that agendas are displayed on the Anwick Parish Council Website page and also displayed on four noticeboards around the village.
2. Mowing of grass on the newly acquired sites in Anwick Drive. The Clerk to obtain a quote from our contractors for those areas.

3/092 Minutes of the Anwick Parish Council meeting held on 3rd March 2026, already emailed to the Councillors – Were AGREED as a true record, then signed and dated by the Chairman. The Clerk to include on the Anwick Parish Council website and display noticeboards around the village.

3/093 Reports
(i) Report from Cllr. M Head for NKDC – Nothing to report.
(ii) Report from Cllr. D East for LCC – Advised he will donate £200.00 towards parish related schemes. 
At present no major surface coating for the roads.
The Planning Report will be going to the Planning Committee on 1st May, followed by a site visit scheduled for 6th May at 12.00 and suggested villagers are there to protest.
3/094 Clerk’s Correspondence
(i) Updated Asset Register – The Clerk has produced an updated register, as at 31st March 2026, including the cost of the Community Centre, the figure is based on the Insurance Policy. The Chairman signed and dated, then the Clerk to include on the Anwick Parish Council website. The Vice Chairman requested a copy.

(ii) Electrical work Anwick Community Centre – The Clerk has met with electricians from Moy Park and she has arranged with Moy Park that the cost of electrical work to be carried out is funded by Moy Park [Pilgrims Europe] at a cost of £3,240.00. 
It was PROPOSED by Cllr. L Curtis and SECONDED by Cllr. M Head to go ahead with the work.
The Clerk has also met with the electrician who undertook the work for the de-fib and has received a quotation to install two new fuseboards to replace the out of date ones, test and provide a certification at a cost of £1586.00. It was by PROPOSED by Cllr. E Coulson and SECONDED by Cllr. T Curtis.
The Clerk to arrange for both lots of work to be carried out.

(iii) Email addresses – The Clerk has provided the Cllrs. with instructions how to transfer over to the new email addresses. However, Cllrs. T and L Curtis had not been able to complete the transfer and will be getting IT advice to complete.

3/095 Community Centre
(i) Defibrillator/LIVES – The Clerk to chase LIVES regarding a training session to be held in the Community Centre.
(ii) Update from Anwick Community Fundraisers – The Chairman spoke about having an event earmarked for 21st June to celebrate the Community Centre being 50 years old in June this year. This would be free for the residents of Anwick which could be organised by way of a numbered ticket system and collected at nominated places in Anwick. Suggestions to have an afternoon and evening event. The food to be supplied by Anwick Community Fundraisers. A BBQ would be arranged from residents at a cost of £100.00. A leaflet drop needs to be arranged for villagers.
A meeting will be arranged for Wednesday 29th April at the Warm Space event to discuss arrangements and organise a sub committee of volunteers.
Any photos of previous events, history would be welcome to display around the centre on the day.
Volunteer list – The Clerk will have a chart to show names of volunteers.
Warm Space and Keep Fit – The Chairman reminded everyone about Warm Space held every Wednesday 10.00 – 12.00 in the small meeting room, everyone most welcome.
Keep Fit – This is held every Tuesday afternoon in the main hall everyone most welcome.
Bingo – Will be held on the last Sunday in each month, with the exception of August and December.
3/096 Grievance Policy – An amendment has been made, the Chairman signed and dated the new copy. The Clerk to include on the Anwick Parish Council website.

3/097 Bus Shelter grant scheme – details already emailed to the Cllrs.  It was agreed that this will be an agenda item for the next meeting.

The Vice Chairman went through the figures for year ending 31st March 2026. The papers as above were AGREED, as a true record, then signed and dated by the Chairman. The Clerk to include relevant papers onto the Anwick Parish Council website.

POST MEETING NOTE:- The papers (i) and(ii) had adjustments made and will be presented at the next meeting.

3/100 Update Stream BioEnergy – five minute slot, video from residents and Community Fundraisers – The Vice Chairman gave an update as follows:- LCC will be holding a Planning Committee on 1st May 2026, they will publish their report whether to approve or refuse. The Parish Council have a three minute slot and need to be very focussed what is said to object, including referring to Section 25 which Stream BioEnergy have not responded to.
The Planning Meeting is on Monday 11th May 2026 and the Vice Chairman will give his presentation, with a Planning Committee visit scheduled for Monday 6th May 2026. We need a variety of residents to attend including the closest residents to the proposed site, residents from the Anwick Drive area and families with young children. A video around the village including the angle from the nearest residents showing how close the site would be. The Vice Chairman to email Sandra Barron from LCC regarding a video deadline and process for attending the meeting.

3/101 Date for Annual Parish Council meeting and Annual Parish meeting will be held on Wednesday 13th May 2026, 6.30pm.
3/103 Date, time and venue of next meetings – Wednesday 3rd June 2026, 6.30pm and Wednesday 15th July 2026, 6.30pm in Anwick Community Centre.
