Minutes of Anwick Parish Council meeting held on Wednesday 15th July 2026, 6.30pm in Anwick Community Centre, River Lane, Anwick.
 
2026/20 Apologies:- There were no apologies
 
2026/21 Attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson, Cllr. J Head, Cllr. D East for LCC and Jeanne Flanagan, Clerk to Anwick Parish Council. Five members of the public attended.
A member of the public reported that plant pots displayed in Anwick Drive have disappeared and someone has been seen collecting them.
 
2026/22  To receive any declarations of interest and to consider for dispensation in relation to DPI’s. Disclosure of Pecuniary and Non-Pecuniary Interests to be in accordance with Localism Declaration to consider any applications for dispensation are relative to DPI’s. The need for declaration to be based upon agenda items or at any suitable time during the meeting when it becomes apparent to a member – None were received.
 
2026/23  Minutes of the Anwick Parish Council meeting held on 3rd June 2026 – Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website and display around the village.

2026/24  Minutes of an EXTRAORDINARY Parish Council meeting held on 6th July 2026 – To be presented at the next EXTRAORDINARY Parish Council meeting on 4th August 2026.
 
2026/25  Reports
(i) Report from Cllr. M Head for NKDC – Nothing to report until September 2026.
(ii) Report from Cllr. D East for LCC - The signs are in place along the A153 in connection with the roadworks and re-directions show the route through South Kyme during the evenings. It was pointed out the traffic are speeding through the village of South Kyme and asked whether a speed trap could be arranged.
Cllr. D East advised there is a Grant Funding of £290,000, of which £15,000 is allocated to each Parish Council as a Community Fund to enhance the village and suggestions were needed as to how the money can be spent.
ACTION:- ALL CLLRS.
 
2026/26 Clerk’s Correspondence – An email had been received by Steven Padley referring to a Stopping IUP Order is placed upon a small section of the old A153 that is effectively a dated access to his farm. This request was AGREED and that the Parish Council have no objection. The Clerk will respond to Steven Padley.

2026/27  Community Centre
(i) Donation of internal doors for the Community Centre – The Clerk to check to see if the doors would be suitable for the Centre.
 
(ii) 50 year celebration of Anwick Community Centre – It was reported that the event went very well. The next planned event is a Quiz Night on 19th September 2026 6.30 – 9.30pm and help would be most useful with the arrangements.
 
(iii) Update from Anwick Community Fundraisers – The monthly bingo sessions continue to be well attended. A ‘Picnic in the Park’ event will be held on 30th August 2026.
 
(iv) Sales quotation for the completion of the electrics – The Clerk had received a quotation from the Electrician to complete the works. It was PROPOSED by Cllr. Head and SECONDED by Cllr. E Coulson that the work is to be carried out. The Clerk to contact the electrician and agree a date for the work to commence.
POST MEETING NOTE:- This work to take place in September 2026.
 
(v) Volunteer scheme 2 days free labour form for agreement – The Clerk read out the suggested work to cover the two days, which was AGREED and the Clerk to complete the form and submit.

2026/28  Land Transfer from Balfe – Anwick Drive – The Chair had been unable to contact Balfe and will try again.

2026/29  Accounts  The following papers had already been submitted to the Cllrs then PROPOSED by Cllr. M Head and SECONDED by Cllr. E Coulson as AGREED. The Clerk to include items (i, ii, iii, iv) on the Anwick Parish Council website. The Chair signed and dated all the documents.
(i) Income and Expenditure to 13th July 2206
 
(ii) Financial Statement to 13th July 2026
 
(iii) List of invoices paid to 13th July 2026
 
(iv) Financial year to 13th July 2026
 
(v) Bank statement up to 13th July 2026
 
(vi) Timesheet Clerk June 2026  was AGREED for payment, then signed and dated by the Chair.
 
(vii) Agree Internal Audit October/November 2026 – It was PROPOSED by Cllr. E Coulson and SECONDED by Cllr. T Curtis that the Clerk to arrange with LALC.
 
(viii) Confirmation of Precept for 2026-27 is £21.203.00 – As per email discussion and figures previously produced.
 
(ix) Music licence previously arranged was confirmed – As agreed for payment for the Community Centre.

2026/30 Update Stream Bio Energy – Cllr. M Head and a resident have spent numerous hours on preparing our response, for which the Parish Council’s very grateful thanks was acknowledged.
 
The following points were highlighted:-
• There are lots of reasons not to approve the planning application.
• The Parish Council are concerned for residents of the village
• Encourage the Planning Department to read our response in great detail, as it gives stronger reasons not to approve.
• If tanks are reduced in size, they would still be visible
• There is nothing in the plan about what is stored in the tanks
• Capacity 120,000 tonnes plant size. Pilgrims Europe to produce 70,000 tonnes, is there hidden capacity for anything else. Nothing in the plan.
 
• If it goes to appeal, Lincs County Council does not acknowledge net zero. 
• Cllr. L Curtis to contact residents of Greyhound Cottage to express how it is affecting their physical and mental health, as the site would be within their boundary.
• Awaiting Dr. M Bull’s report.
• Within the tree belt when there is a prevailing wind from the West, it will trap the smells and noted there is nothing in their planning application.
 
Cllr. M Head has kindly produced a summary sheet for residents to respond with their personal concerns, health, smells, odour regarding the plant. These summary sheets will be distributed around the village and responses to be forwarded to the Clerk either by her home address or email by 30th July 2026. These objections will be included within our response and will add weight to our objection.
 
It was PROPOSED by Cllr. M Head and AGREED by Cllr. E Coulson that the report should be submitted.
 
An EXTRAORDINARY meeting to be arranged for Tuesday 4th August 2026, 6.30pm to agree the report, which will be emailed to the Cllrs. prior to the meeting.
