Minutes of Anwick Parish Council meeting held on Wednesday 3rd June 2026, 6.30pm in Anwick Community Centre, River Lane, Anwick.
2026-27/07 Apologies: – There were no apologies
2026-27/08 Attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson, Cllr. J Head, Cllr. D East for LCC, Jeanne Flanagan Clerk to Anwick Parish Council and three residents
2026-27/09 To receive any declarations of interest and to consider for dispensation in relation to DPI’s. Disclosure of Pecuniary and Non-Pecuniary Interests to be in accordance with Localism Declaration to consider any applications for dispensations are relative to DPI’s. The need for declaration to be based upon agenda items or at any suitable time during the meeting when it becomes apparent to a member – There were none.
2026-27/10 Minutes of the Anwick Parish Council meeting held on 15th April 2026, already sent to the Cllrs – Were AGREED as a true record, then signed and dated by The Chair. The Clerk to include on the Anwick Parish Council website.

2026-27/11 Reports
i. Report from Cllr. M Head for NKDC - Nothing to report
ii. Report from Cllr. D East for LCC - £200.00 free money is available for the Parish Council to spend, ideas are required.
Roadworks are due to commence in July 2026 on the A153 for two weeks.
Cllr. D East referred to ‘Fix My Street’ to report road or footpaths that are in need of repairing.
2026-27/12 Clerk’s Correspondence/Questions
i. New noticeboard for outside the shop – This has been replaced with a new one and thanks go to Cllr. T Curtis and two residents.
ii. Timetable for buses through the village – Cllr. M Robertson has kindly produced schedules and will be displayed around the village.
iii.Renewal of insurance for the Community Centre – This has been renewed and was suggested to contact LALC for quotations for next year.
iv. Donation of internal doors for the Community Centre – The Clerk had been offered some internal doors Free Of Charge. The Clerk to check whether they need to be fire safety doors. Also to contact the Fire Brigade for an assessment of the Community Centre.
v. Email addresses – It was noted that some of the Cllrs. are having problems with the new email addresses.
vi. Grassed area on Anwick Drive – The Clerk had met with Glendale the contractors who cut the grass and a quote was received details as follows:-
1.Anwick Drive corner near pond £5.15 plus VAT
2.Anwick Drive fence side £28.25 plus VAT
3.Anwick Drive path side £7.75 plus VAT
These areas to be cut once a month when other areas in the village are cut. However, they will only bill us for the above if they have to cut the grass, as some residents may cut it themselves, as discussed.
It was AGREED for the work to be carried out. The Clerk to confirm with Glendale.
vii. Moy Park Liaison Meeting 8th June 2026 -Suggestions to take to the meeting are lighting at night, smells, the Round House and ask for raffle prizes for the 50 year event,

2026/27-13 Community Centre
i. Repair to Fire Extinguisher – The Clerk has arranged with the Company to have access the building and the repair has now been completed.
ii. 50 year celebration of the Community Centre – The Chair gave an update of progress with arranging banners, prizes, posters, singer etc. As it is a Parish Council event check if volunteers expenses can be charged to the Parish Council under Section 137. Cllr. L Curtis to include the posters on Facebook.
ii. Update from Anwick Community Fundraisers – No details to date. Regular bingo events bring in 60-70 attendance.

2026/27-14 Bus Shelter grant scheme – details already emailed to the Cllrs. It was AGREED to apply for the grant scheme.

2026-27-15 Volunteer scheme 2 days labour – already emailed to the Cllrs. The Clerk to complete the paperwork and suggested the following work:-
Rub down and paint hand rails both sides entrance to the Community Centre
Check and paint play park equipment where needed, including benches and tables.
Any time left to mow the grass verges alongside the entrance to the park.

2026/27-16 Land Transfer from Balfe – Anwick Drive – The Chair to contact Balfe to see how the paperwork is progressing.

2026/27-17 Accounts
i. Income and Expenditure to end of May 2026
ii. Financial Statement to end of May 2026
iii. List of invoices paid to end of May 2026
iv. Financial year to 29th May 2026
Were all AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.
v. Renewal of Electric fixed business plans costs -The Plan with E-ON is coming to an end and the Clerk will check for other rates.
vi. Time sheets for the Clerk April and May 2026 Were AGREED for payment.
vii. Internal Audit with LALC - A meeting with the Auditor has been arranged for Monday 15th June in the Community Centre. Attending with the Clerk will be The Chair and Vice Chair.

2026/27-18 Update Stream Bio Energy
Further documentation from Stream Bio Energy has been sent to LCC, then forwarded to the Parish Council.
Cllr. M Head has produced a draft email to Sandra Baron LCC, contents of which were read out and it was AGREED to send the email

POST MEETING NOTE:- In view of the huge amount of work that is needed in order to respond an email has been sent to Sandra Barron, requesting a two week extension, which she has kindly granted.
Cllr. D East referred to the Planning Application about landscape, odour, visual impact on the countryside and the village of Anwick. Also if an explosion occurred how it would affect Anwick Drive and surrounding areas.
All new information is on the portal and suggested to look at the report and what is their tack, if it was to go to appeal.
The Planning meeting is scheduled for 14th September 2026.
