Minutes of an EXTRAORDINARY Meeting of Anwick Parish Council on Tuesday 4th August 2026 at 6.30pm in Anwick Community Centre, River Lane, Anwick.
2026/31 Apologies:- There were no apologies
2026/32 Attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson, Cllr. J Head, Jeanne Flanagan Clerk to Anwick Parish Council and seventeen residents.
The Chair thanked everyone for attending and their support to the Parish Council.
2026/33 To receive any declarations of interest and to consider for dispensation in relation to DPI’s. Disclosure of Pecuniary and Non-Pecuniary Interests to be in accordance with Localism Declaration to consider any applications for dispensations are relative to DPI’s. The need for declaration to be based upon agenda items or at any suitable time during the meeting when it becomes apparent to a member. There were non received.
2026/34 Minutes of an EXTRAORDINAFRY meeting held on Monday 6th July 2026:- Were AGREED as a true record by all the Councillors then signed and dated by The Chair. The Clerk to include on the Anwick Parish Council website and display around the village.

2026/35 To approve the Parish Council’s response to the revised submission from Stream Bio Energy:- Cllr. M Head read out the Executive Summary to the residents which comprised of three pages. The full report contains 67 pages which goes into greater detail. He also referred to the report from Dr. M Bull. Lincolnshire County Council needs to fully read our report as the content is so essential to the area and village. Should Stream Bio Energy defer again, then it would need to be re-submitted through all the planning application again.
Reference was made to Ministry of Defence height and plume height. Anwick Parish Council have asked them twice, but the response received was no objection.
The following points were highlighted:-
• The Public Footpath issue was not addressed, it cannot be closed or blocked off.
• Section 25 Stream Bio Energy have not responded.
• The Parish Council have gone through LCC’s report and felt it was not strong enough.
• The height of the tanks was referred to.
• What content are in the tanks 200,000 tonnes.
• Planning Inspection Government body to inspect, may not hear until 2027.
Cllr. T Curtis pointed out the section about road crossing point. If approved would there be a dedicated island, although the width of the road is not sufficient. Cllr. T Curtis to email Cllr. D East.

2026/36 To review the report from Dr. M Bull already submitted to the Cllrs:- It was PROPOSED by Cllr. M Head, SECONDED by Cllr. E Coulson and AGREED by all the Cllrs the content of the report.
It was PROPOSED by Cllr. T Curtis and SECONDED by Cllr. J Head and AGREED by all the Cllrs. to pay the invoice.
