Minutes of Anwick Parish Council meeting held on Wednesday 15th October 2025, 6.30pm in Anwick Community Centre, River Lane, Anwick.
 
2/026 In attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Cllr. M Robertson, Jeanne Flanagan Clerk to Anwick Parish Council, Cllr. D East for LCC and fifteen members of the public.
2/027 Apologies:- There were no apologies
2/028 To receive any declarations of interest and to consider for dispensation in relation to DPI’s:- None were received
2/029 Welcome to Cllr. Sean Matthews LCC – he arrived later due to public transport
2/030 Minutes of the Anwick Parish Council meeting held on 8th September 2025 already sent to the Cllrs. Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

2/031 Reports
(i) Report from Cllr. M Head for NKDC -  Cllr. M Head referred to a combined highest/lowest tax. 2027 will be shadow elections could be between 66-99 Cllrs. per authority. District Cllrs. no elections.
(ii) Report from Cllr. D East for LCC – Reported keeping the County together based on numbers in the East division – may never happen. LCC propose to stay the same as they are now.
Cllr. D East referred to reporting on ‘Fix My Street’ and has volunteered to under take walking the footpaths around Anwick and reporting repairs where needed.
 
2/032 Clerk’s Correspondence:- None to report.
 
2/033 Community Centre
(i) Defibrillator – The Clerk has arranged for an electrician to install the equipment, which is now completed and ready for use when required.
(ii) Window cleaning- The Clerk has also organised a window and guttering cleaning Company to clean the windows, plus clear and clean all the gutters around the Community Centre.
(iii) Update from Anwick Community Fundraisers Group – The Chair is looking at What’s App and Users Group App with the group. Cllr. L Curtis to inform the group of what regular bookings we have for the Centre.
(iv) Warm Space - This is a regular event held every Wednesday morning 10 – 12 whereby residents can meet, chat and enjoy refreshments. The group have been really busy making poppies for display around the church and village in line with Remembrance Day – well done to all those who contributed.
(v) Keep Fit Tuesday – Every Tuesday afternoon from 2-3.30pm this is held in the main hall.
(vi) NK Community Champion Awards 2025 -  This event has been arranged for Thursday 24th November 2025, in The Hub Sleaford. The Clerk will be attending along with Cllr. M Head and Cllr. M Robertson.

2/034 Anglian Water Pumping Station – It was advised that the River Slea is fed from a bore hole and at present is low. During the Spring Maintenance Plan weeds will need to be checked.
(i) Christmas Tree by the pond – Arrangements have been made to purchase a 4ft rooted tree and a 6/8ft cut tree, which Parkers Garden Centre have kindly given us a 25% discount. Arrangements made to take delivery of the rooted tree and collection of the cut tree. The Clerk to approach Moy Park and ask for a donation towards the cost.
(ii) Green space on Anwick Drive – A letter has been received from Balfe of which the contents were read out stating that they will give the land to Anwick Parish Council Free of Charge. The Clerk to send a letter of thanks and change over the details to the Land Registry.
Suggestions for the area are two benches sited in the shade and sun. Install fruit trees and have a fence to the front. The area to be maintained by the residents.

2/035 Volunteers – Still require some volunteers from the village.
 
2/036 Accounts 
(i) Income and Expenditure up to 30th September 2025 – Were AGREED as a true record, then signed and dated by The Chair. The Clerk to include on the Anwick Parish Council website.
(ii) Financial Statement as at 30th September 2025 – Were AGREED as a true record, then signed and dated by The Chair. The Clerk to include on the Anwick Parish Council website.
(iii) List of invoices paid up to 30th September 2025 – Were AGREED as a true record, then signed and dated by The Chair. The Clerk to include on the Anwick Parish Council website.
(iv) Monthly cleaning of the Community Centre – The Clerk has received a quote for the deep cleaning of the Centre, plus a monthly amount for the regular cleaning of the Community Centre. This was AGREED and The Clerk to produce a contract to be signed by both parties.
(v) Regular Cleaning of the outside windows and gutters - The Clerk has organised for the window cleaning to be undertaken every two months, plus including cleaning and clearing the debris out of the gutters twice a year. This was AGREED and The Clerk to produce a contact for both parties to sign.
(vi) Contract for grass cutting updating -  It was AGREED to continue with the grass cutting services from Mr M Jacobs. The Clerk to produce a contract which will be signed by both parties.
(vii) Quote for CCTV -  A quotation was produced which amounted to £1150.00. It was suggested that this needs to be postponed until a later date.
(viii) Bingo evening – The evening raised a large amount of money and £282.50 was donated to Anwick Parish Council – thanks to everyone who organised the event.

2/037 Update Stream BioEnergy – Welcome was extended to Cllr. Sean Matthews who apologised for the delay but was due to public transport.
The following points were highlighted:-
• Big problem with smell
• Question where the alternative 43 sites were now down to 2, they need to provide evidence
• Air quality and odour
• Greenhouse emissions
• Bio diversity
• Surface water issue
• Archaeology
• Increase in traffic from lorries and vehicles
• Need answers to all the above issues
• Looks like to it will continue into 2026
• Another 28 day consultation and letters are required again
• Anwick Parish Council can call Judicial Review.
• Sniff test is not done effectively
• Sewage Treatment Works needs addressing – not fit for purpose
• Referral was made to the report produced by Dr. Michael Bull
• Section 25 site location why was Anwick chosen as the best site for the plant
• Where is the feedstock coming from as far away as 180 miles
• Bio Gas sites in Ireland still under investigation
• People in Ireland that live near to the site have to close their windows due to the smell from the site
• Small particles in the air could go into the food chain
• Flare off gases go into the atmosphere – very toxic
• We need to give good sound planning reasons why the site should be rejected.
• We need to fight on sound, legal grounds in the right way
Question;- Can Anwick Parish Council ask for a judicial review or is it LCC?
In summary we need to oppose this site in the correct process.
A vote of thanks was extended to Cllr. M Head for all his hard work he has carried out over this project, plus thanks to everyone who has contributed as well.
