Minutes of Anwick Parish Council meeting held on Wednesday 10th December 2025, 6.30pm in Anwick Community Centre, River Lane, Anwick.
2/038 Apologies:- Cllr. M Robertson and Cllr. Sean Mathews LCC
2/039 Attendance:- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis, Jeanne Flanagan Clerk to Anwick Parish Council and fifteen members of the public.
2/040 To receive any declarations of interest and to consider for dispensation in relation to DPI’s. None were received
2/041 Minutes of the Anwick Parish Council meeting held on 15th October 2025, already sent to the Cllrs. Were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

2/042 Reports
(i) Report from Cllr. Mervyn Head for NKDC – No reports to advise.
(ii) Report from Cllr. David East for LCC – Spoke about coastal cycle paths.
Also referred to Billinghay swimming pool raising money to reinstate the pool.
He advised that road repairs are scheduled to be carried out in July 2026 for the A153 before the village of Anwick and going out of the village towards North Kyme. A plan had already been circulated to the Cllrs.
2/043 Clerk’s Correspondence
(i) Parish Councillor Vacancy - The Clerk had not received any interest to the vacancy This will be visited in the New Year.
(ii) Policies updated – It was felt that due to the amount of policies, plus prioritised work about the proposed Bio Gas Plant. It was AGREED to defer these for approval at our next meeting.

2/044 Community Centre
(i) Defibrillator – The unit has now been installed and information regarding the site location which needs to be notified to EMAS. The Clerk to report the details to EMAS. A resident very kindly volunteered to check the unit on a monthly basis – thanks were expressed.
Also it was felt that a first aid course would be useful to undertake. The Clerk to contact LIVES for details of the course.

(i) Update from Anwick Community Fundraisers - There will be a joint event between them and the Parish Council to switch on the lights of the newly erected Christmas tree in the pond area on Saturday 13th December 6.00pm, followed by a buffet at the Community Centre, provided by the Community Fundraisers.
It was also discussed that in order to keep the Community Centre open, more ideas are suggested and whether previous events could take place.
Also it will be fifty years next April 2026 when the Community Centre was opened and requests were made if anyone has information, photos, details of previous events etc that had been held and how the Centre has changed over the years.
Discussion took place around the parking of vehicles outside the Centre when an event is on. Suggestions that more security lighting is needed for the safety of the building.
2/045 Anglian Water Pumping Station update
(i) Christmas Tree by the pond – The tree will be erected on Friday 12th December and decorated with lights, plastic baubles and crocheted items made by the ‘Warm Space’ ladies.
(ii) Green space on Anwick Drive – The Clerk had received notification from the Solicitors that the transfer of land is being made to Anwick Parish Council, which will now belong to the village It was suggested that the residents devise a system to maintain the area, with support from Anwick Parish Council.
2/046 Volunteers - We already have two volunteers collecting the rubbish from around the village who are covered by our insurance. We would request that more volunteers are needed to maintain the open spaces and to ensure that the correct bins are put out ready for collection outside the Community Centre. A resident who lives opposite the centre volunteered to look after the bins. Thanks was expressed to her.
2/047 Cloud Next – domain name – In line with government requirements all Councillors, Clerk and Anwick Parish Council need to have ‘gov.uk’ email addresses. Cllr. M Head to get a quote for the meeting in January 2026. This was AGREED by all the Cllrs.

2/048 Appoint Staffing Committee – In line with government requirements the Parish Council needs to have this in place, so a yearly appraisal can be carried out between the Vice Chair and the Parish Clerk, as she is the only paid employee. It was AGREED that it would take place the beginning of 2026.
2/049 Replacement Laptop – The Clerk advised as the current laptop is quite a few years old and not compatible with the new systems. It was AGREED that she can purchase a new laptop.

2/050 Accounts
(i) Income and Expenditure up to 28th November 2025 - Already sent to the Cllrs. which was AGREED then signed and dated by the Chair.
(ii) Financial Statement as at 28th November 2025 – Already sent to the Cllrs. was AGREED as a true record, then signed and dated by the Chair.
(iii) List of invoices paid up to 28th November 2025 – Already sent to the Clrs. Was AGREED as a true record, then signed and dated by the Chair.
The Clerk to include all the papers onto the Parish Council website.

Cllr. M Head gave an update of the costs throughout this financial year and in order to balance the books, it was suggested that a 20% increase as a minimum on the Precept. It was AGREED to have a vote at the January meeting. Cllr. M Head produced a paper titled ‘Budget Proposal for Financial year 2026/27 which was signed and dated by The Chair.
It was stressed that the Community Centre needs to be used more and suggestions are required how we can achieve this. This will be an agenda item for the January 2026.

(iv) Confirm approval of invoice from Glendale Ltd – This invoice had been received a few weeks prior to this meeting and in order to ensure payment is made on time, it was AGREED that it was paid prior to this meeting.
(v) Approval MPLC Licence – The Clerk asked for approval for payment which is the music etc licence for the Community Centre. It was AGREED for payment which the Clerk will process.

(vi) Agree donation for Citizens Advice – It was AGREED to pay £50.00 as a donation towards this vital cause. The Clerk to pay this.

(vii) Confirm approval of Dr. Michaels Bull’s service linked to the Bio Gas plant -This invoice was approved and AGREED for payment.

(viii) Precept 2026-2027 I This has already been covered in Agenda Item 2/050.
2/051 Update Stream Bio Energy –
Following discussion the following points were highlighted:-
• Deadline date for consultation from residents now extended to 5th January 2026.
• Deadline date for consultation from Anwick Parish Council now extended to 12th January 2026.
• Cllr. M Head has very kindly produced ‘Anwick Community Objection Template Packs’ which details how residents can submit their objections, plus three template letters which residents only need to include their name and address, then sign. Contents of all the letters were read out.
• Also included Template 4 for residents with health conditions and another template which is ultra short.
• There is also another option whereby suggested points already detailed can be included within the letters.
• Collection points are Forman’s Lane, Anwick Drive and River Lane Anwick, whereby delivery of letters can be dropped off prior to 5th January 2026, in order that all the letters will be delivered by hand by Jeanne Forman’s Lane and Church Lane, Lorraine Chapel Lane. Main Road and The Gardens, Dianne River Lane, Wheelwright Court, Princess Square and School Crescent.
• Anwick Parish Council will include issues within their objection that links to objections specific to the flaws in the planning application.
• Cllr. T Curtis submitted information relating to the condition of the A153 which was quoted on Lincolnshire Live that “the determination of the state of the A153 each side of Anwick, as identified by LCC as in the top ten roads in Lincolnshire requiring urgent work to prevent road failure.”
• Any information that is relevant please submit to the Parish Council.
• Residents can also submit their objections via the LCC portal.
• The AD Plant at Belfast has closed down due to not being compliant.
2/052 Any Other Business-
The Parish Council were very fortunate to have been short listed for the NKDC Champion Award under the category Climate Change. Cllr. M Head, Cllr. M Robertson and the Clerk attended the evening. We came within the final three, unfortunately did not win but did receive a certificate, displayed in the Community Centre.
