Minutes of Anwick Parish Council meeting held on Monday 8th September 2025, 6.30pm in Anwick Community Centre, River Lane, Anwick.
In attendance- Cllr. E Coulson Chair, Cllr. M Head Vice Chair, Cllr. T Curtis, Cllr. L Curtis and Jeanne Flanagan, Clerk to Anwick Parish Council
2/013 Apologies – Cllr. D East LCC and Cllr. M Robertson

2/015 To receive any declarations of interest and to consider for dispensation in relation to Dpi’s. – None were received.
2/016 Minutes of the Anwick Parish Council meeting held on 30th July 2025 – Were AGREED as a true record, then signed and dated by the Chair, The Clerk to include on the Anwick Parish Council website.

2/017 Reports
(i) Report from Cllr. Mervyn Head NKDC - None to report
(ii) Report from Cllr. D East for LCC – The Clerk read out the contents of a notice ‘A new vision for Lincolnshire’
2/018 Clerk’s Correspondence – The Clerk read out the contents of a letter of resignation from Cllr. M Corbett dated 8th September 2025.
(i) RoSPA Report August 2025 – already emailed to the Cllrs. It was noted that the majority of items were of low risk score.
(ii) Volunteer Scheme – The Clerk had received and distributed a notice from Balfour Beatty offering volunteering days to undertake improvements of areas. It was AGREED that the Clerk send a list of items that needs attention to in the Play Park in line with the RoSPA Report August 2025.

(iii) Pilgrims Picnic – Discussion took place about workers from Pilgrims Europe sitting eating and drinking on Main Street, adjacent to the bus stop. The Chair to send an email to Jonathan Oldfield, Manager of Pilgrims Europe. It was also noted that any further events should be where safely possible note time and date of these events happening.

(iv) Email addresses – Email addresses need for all Cllrs. and Clerk to changed by March 2026, in line with changes.
2/019 Community Centre
(i) Defibrillator – A resident will give details of an electrician to the Clerk, to contact for installation.

(ii) Update from Anwick Community Fundraisers – It was suggested that we liaise with the team as the Centre will be open fifty years in 2026.
(iii) Refill project - Cllr. M Head advised that £100+ has been raised for the Community Centre.
2/020 Anglian Water Pumping Station update – The Chair has written to Balfe but no response has been received to date. The Chair to contact a relative who lives in the village.

2/021 Standing Orders – Signs – The Chair referred to a letter dated 19th August 2025 she had sent recently in response to agenda item 2/012 minutes of meeting dated 30th July 2025. Discussion took place around the change of decision, re-acting to public opinions that the signs should remain. However, when the revised Planning Application is re-submitted then the issue of the signs will be re-visited as to whether we have new signs or altered. It was suggested to have black wording on yellow backing. This was PROPOSED by Cllr. M Corbett and SECONDED by Cllr. T Curtis.
2/022 Accounts
(i) Income and Expenditure up to 31st August 2025 – Already emailed to the Cllrs. which were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.
(ii) Financial Statement as at 31st August 20254 – Already emailed to the Cllrs. which were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.
(iii) List of invoices paid up to 31st August 2025 – Already emailed to the Cllrs. which were AGREED as a true record, then signed and dated by the Chair. The Clerk to include on the Anwick Parish Council website.

2/023 Update from meeting with Pilgrims Europe – The Chair and Cllr. L Curtis attended a meeting with Jonathan Oldefield Manager who advised they are planning to add buildings due to bigger demand of chicken fillets and chicken pieces and less usage of whole chickens. There is a ‘Notice of Demolition’ and a list of properties will be notified. It will be an internal operation and nothing should spill out onto River Lane. The timeframe is November 2025 – March 2026 at a cost of 28m million.
It was noted that any smells report to Pilgrims Europe and include Environment Agency.
The Round House is due to re-roofed by the Project Team.
2/024 Update Stream Bio Energy –
(i) Email from Cllr. Mervyn Head Reg. 25 - The email had already been emailed to the Cllrs. prior to the meeting, it referred to an email from Richard Buxton solicitors advising how they could help with the ongoing application.
Cllr. D East LCC is having a meeting with Stream Bio Energy on 12th September 2025. The Odour Report produced by Dr. Michael Bull refers to LCC 2017 Regulation 25. We need to ask for more information when submitted after six weeks, then we submit a consultation period and would go to Planning Committee January 2026. LCC have a new Council – Reform and Cllrs. need to be trained.
Dr. Michael Bull has advised that we may need a new report, but at this stage not sure whether there will be a cost to the Parish Council.
NKDC have refused an application of a solar farm at Great Hale Fen as on agricultural land Grade 2 and went to appeal.
Key factors for Anwick Parish Council and the village are:-
1. Co-location argument
2. Stream Bio Energy – no link with Pilgrims Europe convenient location only.
3. Not followed sequential tests, very careful how we approach Environment Agency/Lincs County Council, focus on items that are important.
4. Any information on Stream Bio Energy’s other sites not performed correctly.
5. All sites to be at least 600 metres away from residential areas.
6. No smells allowed from Pilgrims Europe, Sleaford Sewage Works and Stream Bio Energy.
7. There is no timeframe for Stream Bio Energy to re-submit their application.
8. Anwick Parish Council in limbo await revised planning application.
(ii) Emails from resident in the village – this item has now been deleted.
